Doubts Over Anwar Sodomy Charge After Disclosure Of Medical Report
From The Malay MailDoctor Mohamed Osman Abdul Hamid, the newest player in the second Datuk Seri Anwar Ibrahim sodomy scandal, has triggered a sequel that has sparked off another round of confusion.***** What a reputation the Malaysian government is garnering these days internationally. This so-called 'model democratic Islamic nation' is now plumbing the depths of incredulity by foisting bogus charges against a potential political threat.
A medical report attributed to the doctor of Hospital Pusrawi that claims that Anwar's accuser, Mohd Saiful Bukhari Azlan, was not sodomised and, now, his sudden 'disappearance' are taking centrestage this time around.
At Press time, the whereabouts of Dr Mohamed Osman, a Myanmar Muslim, was not known. His employer, Hospital Pusrawi (Pusat Rawatan Islam), said he was on leave. His 'disappearance' is being likened to that of private investigator P. Balasubramaniam, who was hired by one of the accused in the murder trial of Mongolian model Altantuya Shaaribu.
P.I. Bala disappeared after making two conflicting statutory declarations that fuelled speculation, leaving a trail of accusations and denials.
Barely 24 hours after making public the first statutory declaration in which he alleged that police had omitted vital information in the Altantuya case, P.I.Bala made an about-turn and withdrew parts of it.
Police had said there were three likely possibilities for Bala's disappearance: he could be hiding out of fear; he does not want to co-operate in investigations; or he has been 'forced' to go into hiding by certain parties.
Transparency International Malaysia president Tan Sri Ramon Navaratnam said that in the wake of the latest developments the police should expedite investigations into Dr Mohamed Osman's "revelations" to clear the air. "The matter is getting out of hand as there are so many conflicting reports. The authorities must come clean on this," he said.
Institute of Public Relations Malaysia president Datuk Hamdan Adnan said police should either drop the case against Anwar or charge the so-called victim if there was truth in the doctor's report. "There are too many question marks in the case," he said, adding the authorities should resolve the matter soon.
Deputy Inspector-General of Police Tan Sri Ismail Omar told Malay Mail that contrary to speculation, Dr Mohamed Osman was never "arrested" but was only interviewed for a short while.
He said that police recorded his statement but that it was untrue that they had detained him for three days. "Many things have been said and reported that are not true," he said, adding that "police have been very transparent and professional in handling this case".
Asked why Anwar was arrested even after a statement from Dr Mohamed Osman had already been taken, Ismail declined comment, saying investigations are ongoing.
Ismail was reported as saying police were considering investigating a "news website and a blog over their reports".
Online news portal Malaysiakini and Malaysia Today had reported that there was no evidence that Saiful was sodomised, according to Dr Mohamed Osman who examined him for four hours before he lodged a police report alleging he was sexually assaulted by Anwar, the de facto Parti Keadilan Rakyat leader.
Saiful, Anwar's former aide, is said to have gone to two different hospitals on June 28, the day he lodged the police report claiming that he was sodomised by his ex-boss.
He first went to Hospital Pusrawi at Jalan Tun Razak about 2pm, complaining of 'tenesmus', a medical term for difficulty and pain in passing motion. He had alleged he was assaulted by the intrusion of a piece of "plastic" in the anus. He was examined by Dr Mohamed Osman, the medical officer on duty.
It was reported that Dr Mohamed Osman, in his medical report which was recorded at 2.14pm, found "zero active bleeding", "zero ulcer or pus", "zero tear and scar" in Saiful's anus.
In his report's concluding remarks, he advised Saiful to go to a government hospital so as "to rule out" assault and sodomy.
At 6pm that day, Saiful went to Hospital Kuala Lumpur for his second medical examination. He subsequently lodged a report against Anwar at the hospital police beat base.
Malaysiakini reported that the police had recorded statements from Dr Mohamed Osman after Saiful lodged the report against Anwar.
The doctor was said to be under tremendous stress as a result of the police interrogation over a number of days and was advised by the hospital to take leave.
After the current revelation that the medical examination showed no evidence of anal penetration, thereby rendering the accusation of sodomy specious at best, the government through their hatchet job specialists in the police force are trying to rewrite facts and by hook or by crook prove the unprovable.
The government should take heed that the people are watching their machinations carefully and there will be hell to pay the next time general elections are held. Those who have raped and sodomised the nation don't deserve to be trusted with political power.

i'm not entirely convinced of the medical report yet.why?because..
1.we still dont know the whereabout of the doctor.
2.the handwriting is just hard to understand.only the doctor who wrote it can understand it fully.
3.in the report it actually says "0active bleeding", "o ulcer or pus", "o tear and scar" rather than "zero active bleeding", "zero ulcer or pus", "zero tear and scar".we still dont know the real meaning of the "o".
4.although there are explanations given regarding the handwriting but it didnt stated of whom that made the explanation.
until further official statement or kataputus regarding the report is out,no certainty about the authencity of the medical report.

Sekiranya Saiful benar2 mangsa rogol (act of violence) tidak sukar untuk mendapatkan bukti fizikal atau mental trauma yang dialami.
Mengapa sehingga selepas 1 bulan lapuran polis dibuat dan pihak yg dituduh di "binasakan" oleh suratkhabar, TV3 dan , pak2 menteri dan kaum kerabat, sedangkan:
1. lapuran polis (First Information Report) yg merupakan dokumen am tidak diberikan kpd yang dituduh. Bayangkan kalau lapuran polis dibuat terhadap diri kita (rakyat biasa) oleh pihak2 yg berniat jahat. Tidakkah kita mempunyai hak utk melihat butir2 tuduhan terhadap kita? Kenapa takut utk tunjuk lapuran tu kalau benar? Bukan kah terpulang pada yang menuding jari utk membuktikan salah, takkan orang yang menerima tuduhan pulak kena buktikan dia tak buat! Dah terbalik la ni.
2. Kenapa tangkap yg dituduh dan masukkan dalam lokap, sedangkan belum ada dakwaan rasmi lagi?! Masih dalam siasatan dan tiada kes yg kukuh lagi, apa alasan tahan orang? Kalau gitu, senanglah sesiapa pun utk dianyai. Berapa orang yg merengkok dalam penjara sedangkan tiada dakwaan? Ini membimbangkan.
3. Kenapa buat temujanji dgn yg dituduh utk soalsiasat polis, tapi dalam perjlnan ke balai, dia ditahan dihadapan khalayak ramai dengan sepasukan polis unit khas bertopeng muka?! Tak masuk akal langsung! Siapa yg buat drama ni? (Orang yg suruh polis tahan la!)

There is no need to hide the medical report police obtained from the hospital. Just show the public to refuted the 'false' report circulated widely. People will be convinced.
Police do not seem to care about the safety of PI Balasubramaniam, Shaiful and Dr Mohamed. The police have not reassure us that they care for them. Just behave like the disappearance of these key persons in the case is of no interest to them.
We find the police are acting abnormally. Perhaps someone explain why is that so.

The Malaysian Police is nothing more than a bunch of UMNO Mafia. Now that a medical report has confirmed no sodomy on Saiful the Mafia Police is still holding on to the case. The Mafia Police has not shown Anwar the report against him even till this date, that goes to show the Mafia Police is still trying to fabricate evidence against Anwar. Don't ever trust the Malaysian Police, they are totally corrupted and will side with UMNO irrespective of whether UMNO is right or wrong. The IGP and AG are both Mafia Police lap dogs. 1. As usual and expected, RPK made another stunning revelation about the so call medical report from PUSRAWI with the far-reaching conclusion that the report suggest that there was no sodomy. I feel very upset when I saw the article that RPK wrote. Let me explain why.
2. First of all, it is not a medical report. It is a doctor Out Patient notes. Going by the letterhead, it could have been PUSRAWI record but I cannot be sure because in the cause of my work I have never had the opportunity of seeing any similar documents from PUSRAWI. On the document, it shows that it was signed and the rubber stamp shows the name of Dr Mohamed Osman Abdul Hamid. He is a medical officer and probably has done some PR examination in his lifetime. Obviously, it would not be as frequent as a gastroenterologist would.
3. I am going to share with you on what was written on that piece of paper and why I feel RPK has stretched his imagination a bit too far. On the paper, it was written that the patient complains of Tenesmus of one-week duration. The word Tenesmus means difficulty or straining when passing motion. Usually patients do not come to clinics and say they have Tenesmus. They will say that they have not been able or having difficulty in passing motion. I wonder why the doctor uses the word Tenesmus. Whatever it is, the note indicates that the problem has been around for one week. The duration is important.
4. Among others it is also written that the patient did not observe any blood whenever passing out stools. I am no expert in handwriting but if one were to see, there are marked differences in the style and quality of writing after the sentence “not noticed any PR bleed”. In my assessment the medical history is badly taken. It keeps repeating the same thing where it says about pain in the anus and not noticing blood in the stools. It was noted that the doctor wrote that the “patient was alleged assaulted by intruding a plastic item in anus” I could not make out what was written in the next line. The person who wrote this notes failed to document the date and time of the allege incident. This is important. In the medical world when doctor writes some thing happens one week ago may not necessary means that it actually happens 7 days ago. The date and time is important as it has an impact on the injury and potential wounds that has taken place.
5. On the following page of the medical notes some scribbles notes can be observed. Among others, that I can make out includes no pallor and no fever (opallor, o febrile). While it might be the style of writings of some doctors but most doctor put the null sign after the word and not before it (e.g. palloro) . This is the first time I saw a doctor writing putting the null sign before the word.
6. In the next paragraph, general examination shows that there was no pallor, he was comfortable and afebrile (no fever) . It was noted that a per rectal examination was done (P/R) and there was no active bleeding, no ulcer or pus seen, No injury seen, No tear seen.
RPK wrote that “The doctor’s report (which can be viewed below) says that there is zero (0) skin tearing, zero (0) active bleeding, zero (0) traces of pus, etc., which basically means he can’t be suffering from a pain in the anus as what he alleges.” With much regret, I am in the opinion that RPK has jump the gun and made a far-reaching conclusion. His conclusions were unfair. It did not take into account the factor of time that has taken place. It has also not look at the issue of the mechanism of injury. I will deal with this in the later paragraph.
9. The doctor made the diagnosis TRO Assault (Sodomise). The short form TRO is a common terminology that is use by doctors, which means “To Rule Out” . What it means here is that, the doctor is in the opinion that the diagnosis of sodomy need to be rule out and not as what RPK has interpreted that it has been rule out. ( RPK says: The doctor’s diagnosis is that he rules out or TRO (to rule out) assault (sodomised)). Again, RPK has jump the gun and made the wrong conclusion. RPK also mention that “In short: Mohd Saiful Bukhari Bin Azlan is not suffering any pain in the anus and neither was he assaulted or sodomised in the anus”. Well RPK, I feel you have put words, which the doctor did not say.
10. Under the heading of “Rawatan”, the person wrote “Advice to go to government hospital” and “(plan to do a police report)” RPK wrote “Saiful then said he would like to make a police report so Dr Mohamed Osman suggested he go for a second medical examination at a government hospital”. I think there is a twist here. The writings did not say that the doctor advice him to go to hospital because he wants to make a police report but merely stating that the patient has indicated that he wants to make a police report.
11. Under the circumstances, it is quite clear that what the good person (doctor) have done the right thing. He has advice the patient to go to the government hospital for a second opinion. This is a norm. I am sure he made that advice because, no private specialist or doctors wants to be involved with such a headache. This is a norm. Private hospitals tend to push death cases, potential medico legal cases to government hospital. They will not take it. The person action is justified.
12. RPK continues to narrate his writing in his usual fashion. I have a lot of respect for RPK and I know he has a large following. However, I think RPK should not have made such conclusion just to set the mind of the readers. In this case, especially when many readers would have jump to the conclusion on seeing the writings and the PUSRAWI medical notes. This is simply irresponsible. This would make people to lose their trust on you, RPK.
13. Please, allow me to interpret and explain what the person who wrote the notes has written. This is based on the 2-piece document that RPK published.
· This is a case of a male by the name of MSB with an IC No 850706015687. He went to see a doctor about one week after being alleged assaulted with a plastic object in his anus.
· There was no mention about the plastic object details like its length, width, thickness and hardness. If it was a small and soft plastic object and has been lubricated then, it is expected that a tear did not take place. If it is a big object like a proctoscope and adequately lubricated, there will be no tear. For a tear to take place, the object must have not been lubricated and probably of a decent size.
· The patient did not complain that he has seen any blood in the stools. This was confirms by the examination which shows that there was no tear or ulcer.
· The examination was very limited in value as it is only a PR and not a proctoscope. It is not even mention about the prostate size, the tension of the anal sphincter or colour of stools, which means that the doctor probably did not put his finger into the patient anus.
· In most likelihood, the doctor merely does an external anus examination, which will not show longitudinal mucosal anal tear if it was present. The fact that there was no complains of seeing blood means that there is no vascular tear. There was no infection and as such, there would be no pus.
14. In conclusion, I would like to say that RPK has misinterpreted the facts. He has also exaggerated the interpretation of the doctor writings. I think who ever has been advising him , has not given a fair opinion His writings have come to such a skewed conclusion and now his writings is being politicised. Overall, I think this medical note has not proved or disapprove anything.

No body can understand why Dr Mohamed Osam should take a leave and disappeared since the report was circulated. (Or is he forced to disappear in thin air?). The Malaysian public will get the truth straight away if Dr Mohamed Osam comes out to clear the air by just say: Yes, that is my report or No, that is not my report.
It is as simple as that.
Obviously, there is an invisible hand restraining Dr Mohamed Osam to declare his position.

Referring to your statement, I assume that you are the one who is not growing up enough!! Can you possibly believe blindly on the medical report which is analyzed RPK itself? I'm not an UMNO member, neither to members of oppossition party. But I get fed-up with DSAI acts. He itself is causing a lot of trouble to the country. Whatever happens, the raakyat is and should be with DSAI after reviewing the first case in 1998.

about the "zero" before the word, its used mainly all around the medical community internationally to mean not present or not seen or basically no.
Unfortunately in malaysian hospitals these days the poor junior doctor that sees these patients are usually overworked and then there are some that do a good job in getting the history but then fail to document. Documentation for medical issues in Malaysia is not the best as I have friends working within the community and have told me this.
the fact that the doctor did not go beyond a PR exam is most likely he doesnt think it was indicated. A proctoscopy does not come without its risks as it is invasive more so than a finger. There is not much point to do a proctoscopy if the accuser did not complain of pain or the doctor did not see any PR bleeding or tearing of the anal canal.
I'm an active practitioner outside of malaysia and I agree maybe RPK has slightly overextended himself but rumours in some rhyme or other will have some truth or substance. if not why the rumour in the first place...
unfortunately the malaysian govt is not making a good name for themselves with the shoddy police investigation and the things that happen thereafter. High people on top are getting scared but why?? everyone will have their own theory and I'm very sure its not pretty

Poor guys, I guess it does not pay to be honest in Malaysia or to be more accurate, it does not pay to go against what the PDRM tells you to do!
