Good Advice For Purchasers Of Used Cars.

The Internal Security Ministry Monday advised buyers of used cars to ascertain that their purchase is with the consent of the vehicle owner whose name appears on the registration card, thus averting the purchase of a stolen car. Deputy Minister Datuk Fu Ah Kiow said the buyers must understand that there is no provision in the law to hold car sellers responsible for sale of stolen cars.

"We hope that used car dealers buying second-hand cars from the public will ensure that they have the consent of the owner of the vehicle whose name appears on the registration card," he said during question time in the Dewan Rakyat.

Fu was replying to a question from Loh Seng Kok (BN-Kelana Jaya) who had wanted to know of the monitoring and control of the used car business so that stolen cars were not sold to unsuspecting buyers and the original owner of the vehicle was no longer liable to repay the car loan after having sold the vehicle to a used car dealer.

He also said that car thefts were reportedly rising annually, with 8,537 cases in 2003, up to 8,624 in 2004 and 9,711 last year. Between January and June this year, 5,388 thefts of vehicles were reported," he said.

Fu said that as a result, the government had taken various measures to monitor and control the used car business to ensure that the people did not end up with stolen cars. He said the people and used car dealers could seek the assistance of the police to check the details of the vehicle they wanted to buy. "The police also carried out random monitoring at the used car companies to ensure that cars reported stolen were not put up for sale," he said.

On the repayment of car loans, Fu said the onus was on the vehicle owner to settle the arrears in loan to the financial institutions even if the vehicle has been reported stolen. However, he added, owners of vehicles could claim compensation from the insurance company.

Fu said the country had 2,080 licensed used car companies, excluding those in Sabah and Sarawak.
