National Service Programme Criteria For Varsity Entry Should Not Be Implemented Hurriedly.

Students who participate in the National Service training programme stand a better chance of being chosen for study in public universities compared to others. This is because the merit for the programme is the highest in the co-curriculum percentage for admittance into a public university.

Parliamentary Secretary to the Higher Education Ministry Datuk Dr Adham Baba said there were four components of the 10 per cent co-curriculum prerequisite with participation in the National Service carrying six marks ."The 10 per cent for co-curriculum was introduced from the 2006/2007 session and students should grasp this chance to qualify for a place in university," he said during the question-and-answer session at the Dewan Negara (Senate) sitting.

While I think that it's a great idea for National Service participants to be given some sort of advantage over those who stubbornly refuse to join, this kind of incentive can only be practically implemented if there is universal participation in the national service programme. When only a small fraction are selected for this training it can be construed as unfair by those not given the opportunity.

He said, three more elements in the 10 per cent were student participation in sports and games, clubs and associations and uniformed unit. He added that the ministry was going all out to explain to students the basis and process of accepting them into public universities, especially the new system whereby 90 per cent went to academic performance and 10 per cent to co-curricular activities.

Since it has already been decided despite public misgivings, that the 10% co-curricular activities criteria is here to stay, perhaps it will reduce the anxiety of parents and the students if the national service incentive be held in abeyance until such time that every student is given the chance to participate. Then I'm sure that the attendance rate will spike to almost a 100%. Persisting in using that as a criteria for some students only, is merely going to add to the "this is unfair" chorus.
