"Jets, Subs Purchased According To Procedure," Says Najib

The purchase of Sukhoi jets and Scorpene submarines were made based on proper Government procurement procedures, Datuk Seri Najib Tun Razak said.

The Deputy Prime Minister said the procedures were checked by the central agency before the signing of the contract.

"I have already made statements previously. The purchase of the submarines was not something that was done without following acquisition procedures. The accounts of the joint venture companies were audited and people can look at it," he told reporters Tuesday after the Workers Day celebrations at the Defence Ministry level here.

Perimeker Sdn Bhd, which was said to have received the commission, is a joint venture between Lembaga Tabung Angkatan Tentera (LTAT), Boustead Holdings Bhd and KS Ombak Laut Sdn Bhd.

"Don't make wild allegations. You must focus on actual facts," he said when asked to comment on Opposition Leader Datin Seri Wan Azizah Wan Ismail calling for the Government to set up an independent commission of inquiry into the purchase of Scorpene submarines and Sukhoi jets.

She claimed that the purchase of the two submarines worth RM4.5bil through negotiated tender had attracted attention as a commission exceeding RM540mil had been paid to Perimeker Sdn Bhd owned by Abdul Razak Baginda who was an adviser to Najib.

She said in the purchase of the Sukhoi jets worth RM3.2bil, IMT Defence Sdn Bhd, a company controlled by former Malacca chief minister Datuk Adib Adam, was paid a RM380mil commission.

Najib said in the case of Sukhoi, the Russian Government had the right to appoint the agent.

In his earlier statement, Najib had said that the allegations that commission was paid to Razak Baginda were baseless.

He explained that there was no commission paid to Perimeker as alleged by the opposition because it was done through direct negotiation in line with the Government acquisition procedures. (The Star)

***** And what if we disagree with the DPM? Do we too get hauled up by the cops for 'investigations' followed by charges in court under this or that Act?

Buying fighter jets to defend our nation is acceptable to me. But what is not acceptable to me is, why purchase submarines. Are we preparing for war and with whom? The only place where the submarines are supposed to operate from is the Straits of Malacca, but is the water deep enough to make such operations feasible. As usual, something just doesn't add up.

Follow the money.
The government, on the surface, may not have paid any commission.
But it is usual practice for the SELLER to pay a commission to 3rd parties, and it always finds its way back into the Sale price.

Yeah, as Billy said, what are the submarines for ? They can barely make it through the Straits of Malacca at periscope depth,ya.
Even the South China Sea is relatively shallow - not exactly hospitable waters for submarines.

I was totally flabbegasted to learnt that we had acquired 2 rusting submarines 4 billions of rgt(price inflated 2 fill the pockets of the DPM & his goons). Why buy submarines? Do we have vast global interests & vast expanse of seas to protect?
This shows that Tis Umnoputras will think of anything 2 korek & korek our rakyat's hardearned money.

I agree with the purchase of Submarines. It acts as war deterrence only. Not more than that.We have 329,847 km square feet comprising Malacca Strait, South China Sea,South Sulu Sea for RMN to patrol. We have Spratly island to protect which is rich in oil,gas & fisheries. One submarine enough to deter a whole enemy navy fleet.Furthermore diesel submarines are very effective in shallow water.Just asks American Navy who fail to detect Sweden & China Submarines approaching their carrier ships.
