‘Bumiputera’ Policy Has Polarised Malaysia

The report below is part of an article on the attempt by Ms Mayawati, the chief minister of an Indian state, Uttar Pradesh to introduce a Malaysian-style NEP there.
If Mayawati wants some divination of just what her newly introduced “affirmative action” programme in the private sector will likely do for backward classes in Uttar Pradesh, she only needs to look at what Malaysia’s ‘bumiputera’ policy has done to Malay Muslims and to Malaysian civil society. It’s led to a polarised social polity and economy where Malay Muslims live off their ‘entitlements’ but find that their entrepreneurial spirits have been progressively blunted, reducing them to a community that looks to government handouts in perpetuity.

At their core, Mayawati’s quota system and the Malaysian muddle have pretty much the same stated social objectives and work to a large extent the same way. In Malaysia, anyone who wants to start up a business or secure government contracts needs to have a Malay Muslim as a minority partner. Malaysian Chinese businessmen mockingly refer to it as the ‘Ali-Baba’ system. Similarly, Mayawati’s quota scheme applies to public-private partnership enterprises, and to private companies that take on outsourced state government work.

Both governments claim that their policies are “affirmative action” programmes that seek to bridge the social divide. But what the ‘bumiputera’ policy has done in Malaysia is merely to create a Malaysian elite (call them the ‘creamy layer’, if you will) that corners much of the race-based entitlements, leaving the large majority of Malay Muslims no better off and ill-equipped to compete for educational and employment opportunities.

In practice, of course, Malaysian civil society is hopelessly fractured along racial lines, to the extent that it bears some resemblance to an apartheid regime. As Mayawati goes about her political enterprise of social engineering, her intended ‘beneficiaries’ might want to ponder on the grievous long-term social consequences of her quota regime. (DNA)

Question is how to educate the public.

How many people in ulu areas and estates realise this. The people in the estates are easily satisfied with a few sweet words of praise by UMNO and some miserly allocation for Tamil school, and worst of all is the public holiday on Thaipusam. Kedah MB actually said that next year he'll consider public holiday on Thaipusam. What an insult?

We don't need that. And the government knows what we need, for heaven sake!!!!

Does the opposition is doing everything to educate the ignorant sector?

I wish the opposition is a bit more aggressive in their campaigning. How many of these people have access to Mr. Lim Kit Siang's blog? And why are the others bloody timid?

Why is Mr. Karpal hardly says anything?

For God's sake wake up people! You have such a short period.

Yup Trishul, u r right!
Unfortunately the Opposition is more concerned now with winning a few extra seats from the BN (the BN is not too bothered about this too as long as they retain 2/3rds majority).
It's been a looooong time since the Opposition has been given a chance like this (i.e. to topple the BN Govt.), they need to educate the "masses" (those who are in the interior, those who do not have access to computers & media coverage).
I really don't know how they can do it but they have been given enough time to think about it (since noone can say they did not expect the next GE to be this soon).
Hopefully the Opposition has a plan (Allah help us if they don't!).
Anwar has said that PAS, PKR & DAP will collaborate in this GE. Thsy better not do something stupid like splitting the opposition votes by competing with each other.

Other than Apartheid Era South-Africa, Malaysia has the most Race obsessed government in the world. If you deal with the government, they inevitably boil down all kinds of statistics % Bumiputra , % Chinese, % Indians, others.
And ubiquitous Bumiputra regulations and quotas

Its no wonder the wider society also becomes race minded.

Fully agree with the sentiments expressed. Not only ion Malayasia but the world over the politicians are hoodwinking the masses. The masses are not made aware of the truth by any persons who are themseves suffereing due to these hoodwinkings. It is high-time someone steps in to educate the general public about the need for good governance that would benefit everyone in the long run.
