No More Tender Through Direct Negotiation, Says Selangor MB Abdul Khalid

The state government will no longer award tender to Bumiputera companies through direct negotiation to avoid the tender being monopolised by 'certain groups'.

Menteri Besar Tan Sri Abdul Khalid Ibrahim said the move was necessary as 98 per cent of the state government-funded projects in the previous administration were awarded to certain groups.

"I've analysed all and found that certain projects were given to certain groups.
Even though the name of the companies are different but the shareholders are the same," he told reporters after opening the 22nd annual general meeting the Gabungan Ikhtisas dan Usahawan Bumiputera Anak Selangor here Saturday.

The government would however continue to give assistance to Bumiputera contractors in obtaining projects but it would be based on their ability and experience, he said.

Abdul Khalid said the list of contractors awarded with state projects would be announced but the process might take time. He assured contractors awarded with government projects through direct negotiation that they would not be blacklisted except in cases when they failed to carry out the projects according to schedule. "We will study and evaluate the projects given to the contractors involved," he said.

Earlier in his speech Abdul Khalid said he would not use what was known as the "magic pen" of the menteri besar to sign and approve projects. As such, he said, there was no need for contractors to come to his office for the magic pen. I've thrown away the magic pen," he said.

He said all decisions would have to be agreed upon by the state executive council members and the officers involved.

"Previously, the menteri besar need only write 'agree' and the officers would abide by the decision..

"I want to change that attitude; I don't want the menteri besar to be the sole decision maker... the executive council members and the officers should also be involved in the process," he said. (Bernama)

***** I wonder what the Toyol will say about this? Less than a fortnight ago Toyol had bravely declared that
he had nothing to hide!

Now it looks like he had used his 'magic pen' to enrich certain people and himself through dubious front companies. This is just the tip of the proverbial iceberg and I'm sure more and more of his 'escapades' will come out sooner than later.

Toyol must certainly be shivering in his pants wondering what skeletons are going to come out of the many many closets that he has been having during his magnificient tenure of the most advanced State in Malaysia.

He must also be pondering over his fate in future politica and be wondering if it would be safer to migrate back to Nusantara.

He will now be learning or would already have seen and learnt that his cronies and sycophants must be leaving him in droves and some may even plead not knowing him.

That was how our Father of the Nation was treated when he left office. Toyol is no equal to our Father. He is merely a pin drop when placed against the greatness, magnanimity and compassion of the Tungku to all Malaysians.

Oh. How much, we of the older generation miss him and his tales. It is a pity that the present generation did not go through the Japanese occupation, the Emergency and the manipulated 'riots' of 1969.
We have somehow crossed all the borders and have matured. The most matured of all Malaysians irrespective of what one would say is - Pak Lah.

It was his democratic and soft nature that permitted the recent elections and the results to go through smoothly and thus lead us into the commity of democratic nations. He is slow. That is his God given nature. Malaysians should give him a chance to continue to head this country. It is better to have a known Badawi that an unknown Devil coming in.

Can one imagine what would have happened at the recent elections if Tun was still the PM and the tsunami started pouring in.

Most of us would be securely fastened in Kamunting. That man would have had no mercy or compassion to achieve his political ends.

It was God sent that he was not in the scene on 8th March 2008 - our day of Deliverance.

Toyol wants to be UMNO Youth Chief now!
The current Selangor Govt. will probably need the next 4 or 5 years to uncover all the "dirty" dealings that Toyol & the rest of the UMNOputras have been doing!

Selangor should put details of all cosntracts awarded on the net..yep even the past ones by BN so that the rakyat can see for themselves how they were governed.
